The City of Atlanta's Department of Aviation is responsible for the operation of Hartsfield-Jackson Atlanta International Airport, which generates an estimated $23.5 billion to the metro Atlanta economy. The Airport is classified as a large hub by the Federal Aviation Administration and is the principal
air carrier airport serving Georgia and the southeastern United States. It also serves as a primary transfer point in the national air transportation system. The Airport occupies a 3,750 acre site in Clayton and Fulton counties, about 10 miles by road south of downtown Atlanta. In 2008, more than 90 million passengers were processed at the Airport, making it once again the busiest passenger airport in the world. Atlanta is home to Delta Air Lines, Inc. and Airtran Airways.

Information Services Division

The division provides the leadership and technological vision for the Department of Aviation. The division sets technological and platform standards as well as guides the priorities of the various divisions and individuals involved in the promotion and use of technology throughout the Department. The team is responsible for coordinating and managing all ISD efforts, requirements, processes and procedures, in addition to implementing and maintaining the Intranet/Internet/Extranet-focused infrastructure requirements.

Airport Operations, Maintenance, & Security

The Maintenance division provides maintenance coverage 24 hours a day, seven days a week including holidays. It maintains all areas of Hartsfield-Jackson outside of the terminal, more specifically from the sidewalks out. Electrical maintenance crews maintain the taxiways, runway lights and airfield lighted directional signs.

  

The Operations division is responsible for the overall supervision of day-to-day activities. This includes both airfield (airside) and terminal (landside) activities. Airside includes areas such as runways, taxiways, taxi lanes, ramps and airspace above and around the Airport and other facilities or structures accessible by the traveling public.

 

The Security division maintains a safe and secure environment through proactive measures designed to protect travelers, employees and visitors. Security checkpoints prevent unauthorized weapons and dangerous items to board aircraft. The security identification badge allows easy recognition of personnel.

  

Airport Planning & Development

The Planning & Development Division is divided into three main areas: Planning, Engineering, and Environmental and Technical Services. The division is tasked with implementing projects that allow other divisions to better serve their customers.

The Planning group focuses on activities that help define long-term goals for the Airport while supporting implementation of short-term programs. Master planning, land use and community planning, and forecasting are some of the critical activities the Planning division undertakes.

The Environmental and Technical Services group is responsible for gaining environmental approvals for capital development projects and maintaining compliance with existing rules and regulations pertaining to the protection of land, water and air resources. The division also manages the Airport Noise Mitigation Program.

The Engineering group's responsibilities include the design and construction of Capital projects at the airport. Projects range from small cosmetic improvements to construction of new, major facilities such as the fifth runway and the new rental car center.   

Airport Commercial Development

The Commercial Development is responsible for generating non-airline revenue at the Department of Aviation. The Commercial Development is also tasked with providing customers the most efficient and courteous service possible. The unit is responsible for ensuring that all of the Department of Aviation's obligations are cost-effective, met in a timely manner and proper controls are in place for all the units in this division. The division includes the following units: Parking, Airline Affairs, Properties, Retail and Concessions, Customer Service, and Marketing and Business Development.

Airport Chief Financial Officer
Milton M. Castillo, assistant general manager

Milton M. Castillo, CPA, is responsible for all accounting, finance and treasury operations at Hartsfield-Jackson Atlanta International Airport. Castillo has about 20 years of experience in accounting and finance, including audit, budgeting and forecasting, corporate and investment finance, mergers and acquisitions, Securities and Exchange Commission reporting and strategic planning.

Most recently, Castillo was vice president of finance and chief financial officer at Concessions International. He was responsible for all accounting and financial operations at the airport concessions company, which had $100 million in annual sales.

Castillo is a graduate of Emory University and has been licensed as a certified public accountant in Georgia since 1992. He is a member of the Georgia Society of Certified Public Accountants and the American Institute of Certified Public Accountants.

Airport Office of Public Affairs

The Office of Public Affairs creates, manages and executes various communications plans that deliver the Airport’s key messages, data and facts to all stakeholder groups using various channels of communications. The four distinct Public Affairs business units collaborate to carry out its mission and, ultimately, the mission of Hartsfield-Jackson.

Executive Messaging is responsible for researching and writing speeches, talking points and PowerPoint presentations for the general manager, deputy general manager and the general manager’s direct reports. Executive Messaging is also responsible for managing event logistics when required and providing pre-event briefing materials. 

Intergovernmental Affairs (IGA) establishes and maintains the Airport's relationship with elected officials, community leaders, area schools and other community stakeholders. IGA functions to influence the creation of public policy and legislation ensuring that local, state and federal lawmakers have the facts needed to make the right decisions involving the Airport.     

Creative Services is the graphic design, Web content, writing/editing and visual communications arm of the Airport.  The primary focus of this unit is the corporate identity of the Airport. Creative Services develops the Airport's annual and stakeholder reports, calendars, banners, fliers, logos, posters, programs and other collateral material in support of various Aviation events and communications needs.

Public Relations is responsible for keeping all key stakeholder groups, including employees and the media, informed about major Airport initiatives. Public Relations also plans and implements the organization's efforts to influence key publics and decision-makers and shape public opinion and manage its reputation.
