Job Description

 

The Administrative Analyst, Senior will assist in the management of the Ethics Office and carry out administrative, research, analytical, and clerical duties in the following areas:

 

  1. Answering the telephone, responding to public inquiries, drafting routine correspondence, purchasing supplies and equipment, paying bills, handling the payroll, compiling resource materials, and performing similar duties;
     
  2. Supporting the needs and work of the Board of Ethics, including reserving rooms, scheduling television coverage, giving notice to the public, copying materials, attending board meetings, and assisting with the minutes;
     
  3. Assisting with preparing and regularly distributing educational materials describing and explaining the Code of Ethics, Ethics Office, and Board of Ethics to city officials, employees, contractors, and the general public;
     
  4. Assisting in scheduling regular training sessions for city employees, officials, board members, neighborhood planning units, and contractors about the Ethics Code, and maintaining databases on persons who receive ethics training and their evaluation of the training;
     
  5. Preparing monthly updates of content for the web site of the Board of Ethics under the direction of the Ethics Officer;
     
  6. Assisting with the production of the Ethics Matters e-newsletter and maintaining the subscriber directory;
     
  7. Receiving, logging, and processing all web-based public inquiries and complaints;
     
  8. Receiving, logging, and responding to telephone calls, office visits, e-mails, and letters from the general public, vendors, and City employees concerning general inquiries and making appropriate referrals on matters outside the office’s jurisdiction;
     
  9. Providing secretarial assistance to the Ethics Officer and Associate Ethics Officer by writing routine correspondence; sending notices of complaints, hearings, and decisions; and preparing tables, charts, and graphs in reports;
     
  10. Preparing the monthly budget report for the board, maintaining a spreadsheet on expenditures, and assisting with analysis of the budget;
     
  11. Collecting, copying, and maintaining up-to-date handbooks, policy manuals, operations manuals, and the City’s Code of Ordinances;
     
  12. Working with departments, boards, and the Office of Municipal Clerk to maintain the list of new, current, and former officials and employees required to file the city financial disclosure statement and posting online the names of employees and board members who are required to file each year;
     
  13. Distributing the financial disclosure statements or log in information each year to required filers, including copying, collating, and mailing the forms and instructions by first class mail, and sending out reminder notices by letter, post cards, or emails;
     
  14. Assisting filers by answering their questions, responding to emails, assisting them in filing online forms, and holding efiling days in the Atrium;
     
  15. Reviewing and auditing the city financial disclosure statements for accurate and full disclosure of outside income, property ownership, stock ownership, and other financial and personal interests; and assisting in the compilation of the departmental Roll of Honor and Roll of Merit; 
     
  16. Preparing and mailing notices, warning letters, and delinquency letters to nonfilers and late filers who fail to pay a fine and compiling reports on timely, late, delinquent, and nonfilers under the supervision of the Ethics Officer;
     
  17. Creating and maintaining case files in all financial disclosure enforcement actions involving delinquent filers;
     
  18. Assisting users of the Ethics Electronic Disclosure System in logging in and filing online forms and notifying persons required to file gift reports, travel disclosure reports, and conflicts of interest disclosure statements;
     
  19. Helping the public to search for the information disclosed on the city ethics forms by manually entering data from forms of paper filers, answering questions about the search feature, conducting searches on request, and compiling data on information disclosed;
     
  20. Assisting with enforcement actions by notifying subjects of ethics complaints, and mailing delinquency letters, administrative decisions, probable cause reports, and hearing notices;
     
  21. Maintaining the database for ethics inquiries, responding to requests for documents under the Open Records Act, and providing notice of those requests to the City Council;
     
  22. Compiling data for annual reports on the city’s ethical health, financial disclosure process, and hotline;
     
  23. Performing other duties, as assigned.

Requirements:  Strong research, writing, and verbal communication skills; good attention to detail, strong sense of integrity, and ability to keep matters confidential.  Bachelor of Arts degree and at least three years administrative experience or an equivalent combination of training and experience; moderate to superior knowledge of Word and Excel programs; knowledge of Access a plus.
