commissioner james e. shelby


 
James E. Shelby was named Commissioner of the Department of Planning and Community Development in October 2008. In this capacity, Mr. Shelby is responsible for the bureaus of Buildings, Code Compliance, Housing and Planning.
 
Prior to his appointment as Commissioner, Mr. Shelby served as Deputy Commissioner  and Acting Commissioner for the Department  of Planning and Community Development where he assisted in the oversight of the bureaus that administer planning, zoning, housing, economic development, urban design, historic preservation, building permitting, inspection, and code enforcement.  In this role, he worked closely with the Atlanta Development Authority, Atlanta Coordinating Responsible Authority (ACoRA) and the Atlanta Housing Authority.
 
Mr. Shelby hails from Jackson, Mississippi, where he served as Planning Director for six years and was recognized throughout the region for his leadership in city planning and affordable housing.  He has also served as an adjunct professor at Jackson State University.
 
Mr. Shelby holds a Bachelor of Science and a Master of Science in City and Regional Planning from Illinois Institute of Technology.  He served as Board Director for the National American Planning Association and is a member of numerous professional associations including the American Planning Association where he served as Secretary, Treasurer, Vice President and President of the Mississippi Chapter.  He currently serves as Legislative Chair for the Georgia Planning Association.
