Biography
Commissioner of Watershed Management
Robert J. Hunter


Robert Hunter was named Commissioner of the Department of Watershed Management in July
2003. Prior to that appointment, he had served as Deputy Commissioner for Engineering since
October 2002. He was intimately involved in the reorganization of the Department, which, for the
first time, incorporated the City’s wastewater, drinking water and functions into one unit.

As Deputy Commissioner, Mr. Hunter had responsibility for the Department’s Consent Decree
projects and its comprehensive $3.2 billion Clean Water Atlanta capital improvement program.
He also was responsible for the Engineering Bureau, which includes engineering design,
construction management, permitting, and information technology functions. In addition, Mr.
Hunter had management oversight responsibilities for the drinking water and wastewater
operations.

Mr. Hunter worked closely with the Mayor’s office and the City Council to develop and
implement the 2004 water and sewer rate increase which has enabled the Department to
continue the system improvements and rehabilitation mandated by state and federal regulatory
authorities. He regularly represents the Department at community and neighborhood meetings
and gatherings and in the print and electronic media.

SELECTED CAREER ACCOMPLISHMENTS

Program Management
Managed corporate development program for two national waste management firms with
responsibility for multi-disciplinary teams involved in due diligence acquisition analysis and the
conduct of comprehensive investigations of operations, permits, finance, environmental liability,
and market and revenue components.

Directed integration of management teams and organizations of acquired firms and underperforming
units. Successful turnaround of operations as demonstrated by financial,
operational and human resource metrics.

Managed environmental restoration program for a major southeastern U.S. port facility involving more
than 20 projects in support of a $300 million capital expansion program.

Program manager for a three-year statewide non-point source water quality pollution assessment for
the State of Georgia assessing the impacts of urban, agricultural, forestry and natural land uses on
stream water quality and biotic communities.

Financial Analysis
Conducted financial analyses and managed financial support staff for corporate development
programs, operational units and merger and acquisition analyses. Responsible for financial
performance of operational units and offices.
Managed environmental liability assessments, financial analysis and funding option development for
impaired property projects. Led negotiation team for cost recovery program.

Regulatory/Market Analysis
Managed impact analysis of environmental regulation and market conditions for multiple firms with
annual gross revenues in excess of $300 million. Performed detailed impact analyses of
environmental markets and regulatory drivers. Studies targeted specific regions, technologies,
industries and operational units.

Strategic Planning
Managed the planning for and organization of the Engineering Services Bureau for the City of
Atlanta’s Department of Watershed Management and the reorganization of the Department.
Conducted business and strategic planning with major corporations in the waste treatment and
disposal industry. Developed long-term strategies and management plans for specific business units
including $175 million-plus new ventures.

Successfully designed and implemented programs for managing relations with government
agencies, legislative bodies, the public, investors and clients.
