City of Atlanta 2014 Applications for Consolidated Plan HUD Grant Programs

The City of Atlanta, Department of Finance Office of Grants Services is currently accepting applications for the 2014 Community Development Block Grant (CDBG), Home Investment Partnership Program (HOME), Social Servicess and Housing Opportunities for persons Living with HIV/AIDS (HOPWA) programs:

  • Community Development Block Grant Program (CDBG estimated $7.1 million),
  • Home Investment Partnership Program (HOME estimated $1.7 million),
  • Emergency Shelter Grant (ESG estimated $600,000) and
  • Housing Opportunities for Persons Living with AIDS (HOPWA $8.5 million).

Completed applications for 2014 CDBG, HOME, ESG and HOPWA funding must be submitted to the Office of Grants Management, 68 Mitchell Street, Suite 15100, Atlanta, Georgia 30335 by 4 p.m. on Wednesday, May 15, 2013. Interested agencies can download the appropriate application in the application section of this notice. The OFFICE OF GRANT SERVICES provides award management, accounting, and oversight for all grant resources of the City.

Grant Accounting is the fiscal agent for all grant funds received by the City of Atlanta. The unit's overall responsibility is to use fiscal controls and fund accounting procedures to ensure the proper disbursement of and accounting for federal and state funds. These controls include: establishing internal controls, complying with federal requirements, maintaining records, and processing draw requests against various grants.

Within Grant Services, the Grants Management unit manages annual entitlement grants allocated to the City of Atlanta from the U.S. Department of Housing and Urban Development (HUD) under the City’s “Consolidated Plan.” See the Executive Summary of the 2010-2014 Consolidated Plan.

Entitlement grants funded under the Consolidated Plan are the Community Development Block Grant (CDBG), Emergency Shelter Grant (ESG), Home Investment Partnership Program (HOME) and Housing Opportunities for Persons with AIDS (HOPWA). Grants Management conducts an annual application process for the HUD entitlement grants. Proposal application forms will be available in the spring of 2013, for requests for 2014 funding.

Organizations located within the City of Atlanta seeking HUD funding from the State of Georgia or directly from HUD, may need a “Certification of Consistency with the Consolidated Plan.” Organizations providing Supportive Housing and seeking to open a new site or to revise an existing site or program may need a “Verification of Program Consistency with the Consolidated Plan.” To request either of these, contact Grants Management at (404) 330-6112. Grants Management also coordinates the City’s HUD funding under the American Recovery and Reinvestment Act, also known as “Stimulus” funding.

A. The City of Atlanta Consolidated Plan programs operate on an annual funding cycle. Please access the Applications/Instructions link for information on eligibility and the application process.

Q2. I would like to start my own business. Can I receive a grant that would get me started?

A. While grants for start-up are not provided to individuals, CDBG does provide funding to Invest Atlanta who can assist in low/no-interest loans. Invest Atlanta can be reached at (404) 880-4100.

Q3. My house needs extensive repairs. Is it possible for me to get a grant to make these repairs?

A. Individual homeowners needing housing assistance should call the Bureau of Housing at 404-330-6390.

Q4. I'm trying to get enough money to pay for education expenses. Can I get a grant to help with my schooling?

A. The City of Atlanta does not provide financial assistance for education expenses.

Q5. I am trying to buy a new home. Does the City have any grants to help me?

Q6. My neighborhood park needs repairs. How can my community get funding to upgrade our neighborhood park?

Q7. My street floods whenever it rains. We in the neighborhood realize that there are stream bank improvements that need to be made. Can we get grant funding for these improvements?

Q8. Several people on my street need new sidewalks, and we have heard that the City will pay for them. How should we apply for this assistance?

A. You should contact the City's Department of Public Works at the above mentioned number for information.

Q9. I would like to start my own day care center. Would the City give me a grant to get started?

A. The City does not provide assistance for start-up day care centers.

Q10. There are several homeless people in my community and I would like to help them. Would the City provide me with funds I need to buy a building to help the homeless?

A. If an agency meets the requirements to apply for a grant (see question #1 above), it may apply for funds to support a program that assists the homeless.
