Mission
The mission of the Office of Program Management is to develop and lead the Mayor’s reform efforts throughout the city. We perform assessments of city services and identify opportunities to improve operations through better business processes, organizational strategies, or technology applications. We also manage the City’s performance management program called ATLStat. The Office’s goal is to improve the efficiency and effectiveness of City services and to improve the quality of service delivered to the citizens of Atlanta.
Functions
• Strategic Planning
– Oversee alignment of strategic planning and departmental performance to the annual budget process
– Translate strategic goals into operational priorities and organizational change initiatives
• Business Process Change
– Lead and project manage individual process improvement initiatives
– Lead and support Mayoral special projects
• Organizational and Sourcing Strategies
– Assist in the design and execution of departmental reorganizations
– Identify sourcing strategies for city services and provide policy and economic rationale for sourcing decisions
• Change Management
– Oversee communications and change management efforts citywide
– Assist in development and execution of communications and branding strategies
• Performance Management
– Oversee the City’s performance management program, ATLStat
– Conduct performance assessments of city services and make recommendations for improvements
– Lead tracking and reporting on the City of Atlanta’s Stimulus funded programs
ATLStat is based on the principle that if you cannot measure something, you cannot manage it.
ATLStat provides the Mayor and her senior management team with real time information regarding the performance and effectiveness of City services. The City’s senior management team meets every Monday morning for more than two hours to review performance data, to identify operational issues that need to be addressed, and to develop action plans to remedy those issues.
ATLStat’s objectives are:
· Develop a definitive source of information on the City’s operating performance
· Create a culture of performance and accountability by setting performance targets and holding managers accountable for achieving them
