Today, James Shelby was confirmed by the Atlanta City Council as Commissioner of the Department of Planning and Community Development. Mr. Shelby, who previously served as Deputy Commissioner and Acting Commissioner, was appointed by Mayor Franklin to provide leadership for the Department of over 200 employees which is comprised of the Bureaus of Buildings, Code Compliance, Housing and Planning. Prior to joining the Department in 2004, Mr. Shelby served as Planning Director for the City of Jackson, Mississippi. Mr. Shelby holds a Bachelor of Science and Master of Science in City and Regional Planning from the Illinois Institute of Technology.
Some other changes within the Department are:
Terri Lee was appointed Deputy Commissioner of the Department of Planning and Community Development. Ms. Lee previously served as Director of the Bureau of Housing for over four years where she managed operations of the Bureau in its implementation of the federally funded housing programs. Under her leadership, the Bureau of Housing expanded its existing role to become a major stakeholder in the development of affordable housing policy for the City of Atlanta. Ms. Lee has over 13 years of experience in the field of housing and community development, including the implementation of neighborhood redevelopment programs. Ms. Lee holds a Bachelor of Public Administration degree from Grambling State University and a Masters of Public Policy and Administration from Jackson State University.
Evelyn Nu’Man was named Director of the Bureau of Housing. Ms. Nu’Man previously served as Principal Management Analyst and Financial Manager in the Bureau of Housing where she was responsible for financial management and compliance. She possesses over 27 years of experience in working with the City’s affordable housing and redevelopment programs.
Mike Renshaw joined the City last week as the new Director of Code Compliance. The Bureau is responsible for the inspection and enforcement of residential and commercial properties that violate the Atlanta Housing Code, Graffiti Ordinance, and/or the Commercial Maintenance and Industrial Code. Mike comes to the City of Atlanta from the City of Mesa, Arizona where he served as the Code Compliance Director. Prior to this position, he worked with neighborhood groups as a Neighborhood Outreach Coordinator for five years and served as Special Assistant to the Mayor. Mike also has over eight years of experience as a police officer and detective in Arizona and proudly served in the United States Navy.
This Summer, Charletta Wilson Jacks was named Director of the Bureau of Planning. Ms. Jacks, who previously served as Acting Director of the Bureau of Planning and Assistant Director and Zoning Administrator has over 25 years of planning experience in the public and private sector. During her tenure as Zoning Administrator, key zoning legislation was approved by the Council including the Beltline Overlay District and the Residential Scale Ordinance. The Bureau of Planning produces long and short term redevelopment plans and programs including the City’s Comprehensive Development Plan (ASAP), manages the zoning and subdivision process and maintains a GIS database, all of which set the stage for development in the city.
