The City of Atlanta's Chief Procurement Officer Adam Smith announced the selection of the management team for the new Procurement Department. Smith announced the appointment of Deputy Procurement Officers David Chapman and A. Girard Geeter, with a third Deputy to be announced in the near future. Smith said, " I am delighted to report that the Department of Procurement’s reorganization plan is well underway. Though we are still working toward our goal of becoming one of the premier purchasing departments in the country, we have made great progress with the recent arrival of two deputy chief procurement officers, both of whom bring a wealth of experience and talent from the public and private sectors. The reorganization plan also calls for the hiring of a third deputy procurement officer, whom I am hopeful to have in place shortly."
David Chapman is an attorney who has served as Assistant to the City Manager for the City of Cincinnati since 1997, with responsibility for EEO/AP, Administrative Hearings, Contract Compliance/ Purchasing and the Board of Tax Review. He served in various positions in Cincinnati government since 1985. He was Interim Director for the Cincinnati Institute of Career Alternatives from 1982-85. He began his career as Assistant City Solicitor/ Prosecutor for the City of Cincinnati from 1975-1982. He is a member of the Cincinnati Bar Association, the Ohio State Bar Association, the Black Lawyers Association, the National forum for Black Public Administrators and the American Society for Public Administration. He received the B. A. degree from the University of Akron and Juris Doctorate from the University of Cincinnati.
A. Girard Geeter has more than twenty years experience in the contract compliance/ procurement industry including service with the Atlanta Public Schools, the Atlanta Committee for the Olympic Games (ACOG), the City of Atlanta and Atlantic City, New Jersey. He served as Director of Cont
ract Compliance for APS and as Deputy Director and Director of the Equal Economic Opportunity Program at ACOG. He received his B.S. degree in Political Science and Business Administration from Morehouse College and has undertaken graduate studies at Auburn University.
