Shareable Dockless Mobility Devices
BACKGROUND
Dockless scooters and bikes provide an alternative, flexible transportation choice for Atlanta residents and visitors to get around. On March 2, 2020 the City of Atlanta City Council voted to adopt Ordinance 20-O-1174 establishing a new permit structure for allowing companies to operate these devices.

Monthly Reports
Operators are required to submit monthly reports sharing quantitative and qualitative summaries of devices, safety, operations, and education efforts. A detailed list of all required elements is located in the Administrative Regulations. Below is the template that shall be used to submit each report.
ENFORCEMENT
- The Department of Transportation will enforce:
- The conditions of the Permit for each company operating.
- Appropriate parking of all devices.

Atlanta Police Department will monitor and enforce appropriate riding behavior. Check out APD’s information on scooters and e-bikes.
ADMINISTRATIVE ZONES CURRENTLY IN EFFECT
NIGHTTIME RIDING RESTRICTION
There is currently a Nighttime Riding Restriction for rented scooters/e-bikes that are permitted through the City’s Shareable Dockless Mobility Device Permit and rented through an App (such as Bird, Boaz, Bolt, Jump, Lime, Lyft, Spin, or Wheels). No devices may be rented from 9:00PM-4:00AM.
Relay Bikeshare and personal bikes, personal scooters, personal e-bikes, or any other personally owned device are NOT affected by the nighttime no-ride zone. You may continue to ride at any time. As always – remember your lights if it’s at night.

“Never Ride on Sidewalks” stickers remind everyone that riding on the sidewalk is NEVER allowed. Always ride in bike lanes, on multi-use trails, or in the street.

Special Event Planning
If you are planning or hosting a community event that requires special considerations for dockless devices such as no-ride zones, slow-down zones, parking/no-parking zones, or other items, contact us at mobility@atlantaga.gov. The Office of Mobility Planning provides assistance in creating zones and communicating requests and requirements with dockless companies. We also have signage to help identify special event parking for scooters and bikes. Event organizers can temporarily check-out signage to help manage their event footprint. See example below:
