Welcome to DCP's Office of Zoning & Development!

OZD regulates and approves compliance within established zoning districts for items related to land use (such as height, size, and placement of buildings on a lot, the density at which buildings may be constructed, and the number of parking spaces that must accompany each new building). OZD Director

Keyetta M. Holmes, AICP • Director of the Office of Zoning & Development

Keyetta, a Georgia native, earned a B.S. in Urban Studies from Georgia State University in 2001 and a Master's in Emergency Management and Terrorism from Walden University in 2016. Prior to the City of Atlanta in 2017, Keyetta worked as Senior Planner with the City of East Point. In that role, she was responsible for comprehensive planning and served as project manager for two revisions of the zoning code. In her current role as the Director of the Office of Zoning and Development, she serves as the Zoning Administrator and manages Zoning, Brownfields/Land Use Amendments, SAP (Special Administrative Permits), Subdivisions/Lot Consolidation/Addressing and Zoning Review/Zoning Verification. Jessica Lavandier • Assistant Director for Land Use and Brownfields

Jessica has extensive experience working on comprehensive plans, neighborhood plans, land use planning and community engagement. She currently manages the land use amendment process and the City of Atlanta Brownfields Program. The Brownfields Program conducts Environmental Site Assessments on brownfields in Target Areas. She works closely with Invest Atlanta to provide grants and loans to remediate brownfields with the Brownfields Revolving Loan Fund program. The Brownfield program, funded with EPA Brownfield grants, has leveraged the redevelopment of brownfield sites to greenspace, trails, housing and commercial uses throughout the City of Atlanta.
