Atlanta’s Brownfields Grant Program
The City of Atlanta’s Brownfields Program started in 1996 when it received its first brownfields grant from the United States Environmental Protection Agency (EPA). Since then, then City has managed several programs and initiatives aimed at identifying, assessing and remediating brownfields sites throughout the city. This page provides an overview of current and recently completed brownfields programs managed by the Cit y of Atlanta. What is a brownfield?
A brownfield is a real property whose expansion, redevelopment, or reuse may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. Examples include former industrial sites, gas stations and dry-cleaning establishments. Atlantic Station and the Beltline are two examples of successful brownfield cleanup and redevelopment projects in the City. Brownfields Assessment Program
The City of Atlanta has been awarded a 2020 Brownfields Assessment Grant by EPA. With the grant, the City of Atlanta seeks to promote the redevelopment of brownfield sites in Target Areas by providing no-cost Phase I and Phase I Environmental Site Assessments (ESAs) for select brownfield properties.
Sites to be assessed are expected to come primarily from the following Target Areas in the City: Groundwork Atlanta (NPUs D and G), the Proctor Creek Watershed, the Atlanta Area-Wide Plan (AWP)/Murphy Triangle area and Jonesboro Road (see map). These areas have been identified through previous brownfield programs, economic development plans, and strategic planning efforts. In addition, good candidates for the Environmental Site Assessments are those that meet the definition of a brownfield, will be redeveloped in the near-term, and will bring jobs/employment or affordable housing to the area. Please note that the ESAs can’t be kept confidential.

Brownfields Revolving Loan Fund
Funded by the U.S. Environmental Protection Agency (EPA) and jointly managed by the City of Atlanta and Invest Atlanta, the Brownfield Revolving Loan Fund (BRLF) Program provides financing to eligible brownfield clean-up projects within the Atlanta city limits. The Brownfields Revolving Loan Fund (BCRLF) provides low interest long-term loans to eligible developers and buyers to clean-up qualified sites. Nonprofits, who are the sole owner of the property that is the subject of a remediation, are eligible for a subaward.
The Brownfields Revolving Loan Guidelines and Procedures Manual and this presentation provide information about the requirements and procedures of the program, environmental cleanup requirements, as well as information about site and borrower eligibility, allowable cost, and application process.
