Real Estate Portfolio
Real Estate maintains the City’s inventory of owned and leased properties, excluding Aviation and Board of Education properties. Real Estate assists departments with the acquisition, disposition and management of their real estate needs. Real Estate’s staff manages the city’s three neighborhood centers that lease space to public and private agencies providing services to their communities. The primary functions of the division include property management; the acquisition and disposition of real estate interests; intergovernmental transfers; and revision of the real estate code.
The Real Estate Division has become the primary point of contact for both employees and the public regarding inquiries involving city-owned property as well as questions involving real estate in general.

Property Management This division is charged with the city’s management of certain Enterprise Assets, including City Hall East, Underground, the Lakewood Fairgrounds, the Municipal Detention Center, the Honor Farm, former Fire Station #39 in Sandy Springs, and the Neighborhood Centers. Other property management functions include leasing and inventorying.
Leasing - Real Estate is involved with both expense and revenue leases involving city property. On the expense side, we assist with negotiations on new leases. We also assist the departments in understanding the interests secured under existing leases and in working out disagreements with landlords.
Acquisition - Currently, Real Estate primarily advises city departments on the steps involved in acquiring property interests, including surveying, title report, appraising, authorizing the award, negotiating and closing. Real Estate is directly involved in recommending an appraisal to the Chief Procurement Officer as the basis for authorizing an award to the property owner. Several departments, including Parks, Public Works and Watershed Management use outside consultants to manage the acquisition of the property interests required for their projects.
