The City Attorney, on behalf of the Mayor of the City of Atlanta, and pursuant to Section 2-1164 of the Procurement and Real Estate Code of the City of Atlanta Code of Ordinances, seeks qualified persons to serve as one of three Procurement Appeals Hearing Officers to examine facts and apply legal principles, including, but not limited to, experience with evidentiary and civil procedure issues, in regard to procurement-related controversies involving the City’s procurement and disposal of goods and services, construction, professional and consultant services and information technology.

Qualifications:  Procurement Appeals Hearing Officers must possess a law degree or five years of demonstrated public procurement experience. The Officers shall also possess a bachelor's degree and public or private employment experience.  No City employee or official shall be appointed who is a contractor or subcontractor or who owns any interest in any contracting or subcontracting firm or who does business with the City as a contractor.

Duties and CompensationEach Procurement Appeals Hearing Officer shall hold hearings upon appeal by any contractor, and the hearings shall be held in any municipal building and shall be open to the public. Each Officer shall be paid the rate of $100.00 per hour or, proportionately, for any portion of an hour that the Officer serves, in an amount not to exceed $1000.00 per day.

Appointment and Term:  Up to three Procurement Appeals Hearing Officers will be appointed by the Mayor and confirmed by the City Council no later than August 21, 2023.  The Procurement Appeals Hearing Officers shall serve on an alternating basis for a two-year term.
